Captain Chance Seymour is a Mississippi native, second-generation charter fisherman, and USCG licensed captain specializing in offshore and blue water fishing out of Biloxi, Mississippi in the Gulf of America. As the owner and operator of Mississippi Gulf Coast Fishing Charters, Captain Chance runs the 37’ Freeman Catamaran, targeting some of the most sought-after big game species in the Gulf of America.
Fishing isn’t just a job, it runs in the family.
Captain Chance began deckhanding in 2012 on his father’s charter boat, where he developed a deep respect for the Gulf of America and the fishing traditions of the Mississippi Gulf Coast. Growing up fishing out of Biloxi, MS, he spent years learning every technique, pattern, and seasonal movement of Gulf species.
In 2016, he earned his United States Coast Guard Captain’s License, and by 2018, he turned his dream into reality by launching his own Biloxi fishing charter business.
Determined to become one of the most well-rounded offshore captains in the region, Captain Chance spent the winter off-seasons from 2018 through 2020 in Venice, Louisiana, widely known as “The Fishing Capital of the World.”

Captain Tommy Loper is a Mississippi Gulf Coast native and professional fishing captain specializing in offshore and reef fishing out of Biloxi, Mississippi in the Gulf of America. As captain of the 31’ Bertram for Mississippi Gulf Coast Fishing Charters, Tommy is dedicated to delivering exciting, safe, and productive fishing trips for anglers of all experience levels.
Born in 2001 and raised in Biloxi, Mississippi, Captain Tommy developed a passion for fishing and the water at a young age. After graduating from D’Iberville High School in 2020, he immediately began working in the charter fishing industry as a deckhand for Captain Chance Seymour from 2020 through 2024.
During those years, Tommy gained extensive hands-on offshore experience, learning how to read Gulf conditions, understand seasonal fish patterns, and master the techniques needed to consistently put customers on fish.
Alongside his time on the water, Captain Tommy attended the University of Montevallo from 2020 to 2025, where he competed in B.A.S.S. Collegiate Fishing while earning his degree in Environmental Studies.
